Related to the question about who can see Force Ghosts, I'm curious if they're limited in their reach? Are they able to go anywhere in the Galaxy, or are they limited to people and places with high Force concentrations? While they (might, based on the linked question) only be limited to being viewed by Force Sensitives, it seems like the various force ghosts we've seen would make excellent spies and rabble-rousers for the Rebels / Resistance if they were to be used that way. Even if they can only commune with Force Sensitives, they could be quite useful in an asymmetric capacity.

So, core question is in the Title: Do we know from (any level of canon) whether they are limited in where they can go?

While they should be capable of going anywhere the Force exists, they wouldn't make effective spies insofar as they've become a part of the Force itself. They are not there to serve their own agendas or the agendas of the living, but to be in service to the will of the Force. To work against the Force in that way would be contrary to their existence as force ghosts in the first place. – Mwr247 Dec 17 '17 at 07:50

Is this based on anything from the books or movies? Seems like every example we see on screen are folks continuing to mentor their proteges, which may or may not further the will of the Force. – Paul Dec 17 '17 at 14:50
