How can government immunity for violating constitution be constitutional?
If a law nominally exists, but is supplemented with immunity for violating it, does the law effectively exists? "Thou shalt not kill, but if you kill, that's OK, no repercussions whatsoever."

When does the statute of limitations begin for RICO when the crime itself lasted for more than 5 years and the victims only discovered it let's say in year 7 and the last act of the enterprise was in Year 6.5?
