In September 2024, a German court ruled that the federal government must immediately issue a plan for meeting climate targets in agriculture and forestry. In January 2025, the German NGO Deutsche Umwelthilfe applied for a Vollstreckungsantrag (enforcement) of this law, arguing that the government is failing to respect a court ruling. One detail I found interesting is that the federal government may be forced to pay a Zwangsgeld, a penalty. Now if I get caught speeding or cycling without a light, the fine I pay goes to the government, I think. But where do fines paid by the government go?
