Why no Yerushalmi on the end of Shabbat?

Any ideas why the last 4 chapters of Shabbat have no Yerushalmi? Only the Mishnayot are printed, with no Gemara. By comparison, the last 4 chapters of Shabbat in the Bavli stretch over 15 Daf. Are we missing these pages, or is there another reason?

Talmud Jerusalem Kiddushin 3,8

What does this passage from the Jerusalem Talmud Kiddushin 3,8 mean? Does this refer to a father who married his minor daughter and then filed for divorce because she is unsuitable for the priesthood? The text is not clear.
