@msh210, It is, but this is probably copied from the hebrew translation "Patshegen Hak'tav", usually printed alongside it. – jake May 26 '11 at 21:13

@msh210, It's my bad. I assumed that @GershonGold was quoting the Targum directly and thus edited to show a more proper quote format. The text is probably from some other source quoting the Targum. – jake May 27 '11 at 06:07
