How come some of the berachos we say over mitzvah have the נוסח of : אשר קדשנו במצוותיו וציוונו על אכילת מצה,על נתילת ידים, etc. While over other mitzvahs we say אשר קדשנו במצוותיו וציוונו לקבוע מזוזה, להניח תפילין?
