I've always understood The 7 Noahide Laws not as "Judaism Light" or "Judaism for Gentiles" but as moral realism grounded in ethical monotheism.

My question is:

Are monotheistic non-jews, who abide by the Noahide Laws as a result of moral intuition considered to have abided by the Noahide Laws although they haven't formally recognized "The God of Israel"?
