Difference between "Pick a brick" and "Bricks and pieces"

I am confused by the existence of two distinct and official Lego online services for ordering individual Lego parts, Pick a brick and Bricks and pieces. Why are there two of them? What are the benefits and drawbacks of them, respectively?
