When do you become "Ben Eretz Yisrael" as far as the laws regarding doing only 1 day of Hag?

What are the laws that define when should someone do only one day of Yom Tov (Shavuot for example) or 2 days? For example, how long do you have to stay in Israel? Are there other factors?
